Firstly, please upvote to see by Rioters Zed Main Here Zed can't be balanced.

He is too weak when his W on cooldown.
You are just nothing when you have no shadows. And his W has 22 second cooldown.
People dont want to play against. Even he is balanced.
He has same problem with Azir.
When Riot try to balance him they screw up And People ban Zed whatever Riot did.
If Riot Nerf Zed people may wont ban him but he would feel useless to play.
He Has %59.5 Ban Rate with %50.5 Winrate in global.
He has %56.9 Ban Rate with %50.7 Winrate in Gold+.

Zed doesn't need a rework at all, just move the dmg he gets from passive to his Q and by slight base dmg increase+ad ratio increase and make the new passive % move speed while unseen based on bonus AD. Then just buff W cd to 18 cd from 22 and there, he's not much harder to play at low levels and more rewarding at higher ones and at the same time fixes some problems like being gated earlygame from helping your team because W cd is crippling and it would improve his lvls 1-3 which are dogshit. having the passive moved to a skillshot would also mean it would nerf the famous low elo combo "w w r AA e ignite r" combo that low elo seems to die to alot

I don't get why so many people are downvoting you here, it's a reasonable argument as to why Zed is a balance problem.

Maybe they're being selfish and want their own precious reworks to happen first? In which case you could reboot the post with a new title just asking Riot to add Zed to the rework list and you'd be able to sidestep a lot of the shallower downvotes.

Riot can't buff Zed, they can only nerf him because the outrage from the community would be too great. People cry about Zed being strong even now (when hes not even good). So if Riot reworks him knowing how they rework they will either make him too op and then nerf him into oblivion, or make him a total joke worse than he is right now.

As a mordekaiser main - that’s gonna be a no from me dog. Morde, panth, teemo, trynd, and mundo I think should all be reworked first due to being outdated.

Then we can look at this type of rework.

Zed dont need a rework lel all champs are weak if one of his ability is on cd. Play safe and learn all the mecanics of zed and ur enemy mid laner thats all. If u throw ur combo without watch bush or river or missed the enemy midlaner its all ur fault if u died or can't escape

He doesn't need a rework, just look at him. Is he visually outdated? No, i don't think anyone's even putting that question here. Are his abilities weak and not strong enough for him to be able to be used competitively and so on? I don't think so, i think he's just good. With enough practice he becomes an almost unstoppable machine that has its flaws that can be mastered. I think that comparing him to other champs that are in most need of reworks is a complete joke. For me he's just good, and the 60 other people here think the same plus the ones that think he's too strong already and doesn't need a rework. PS: idk if it's true or not but dont turn him into a girl wtf
