Spells That Have Cast Time Should Reduced By Skill's Rank
As title says, for more fun, for more fluidity, riot should reduce cast time with skill rank. Change my mind. Thanks for reading.

Yes plz, I don't wanna self root myself for eternity just to land a slow on someone (provided I even land the skillshot)
Either that or un-nerf some of them (on a case by case basis maybe?). Fiddles' Ult for example has a range that's about 1/3 of the cast range. You can just make it over about half of the walls, after the 3 second root to cast it, and it only last for 1.5-2 secs anyway. Compare that to Swain's instant cast life-draining ult that last's 4+ seconds and which is really worse?
