Blitz is balanced, but lets talk about some of his health issues.

He's a one trick pony:

Blitz completely relies on his Q. Its overpunishing to the enemies it hits, and overpunishing to blitz if it misses. His whole kit relies on his Q and without it he's very weak compared to someone like Janna, who can miss a Q and be usefull still. His W is weak, his E is very low range, and his ult is low range.

He's a tank support, yet his abilities are ridiculous for his role:

He relies on high scalings to be effective. His only scaling actives, 3/4 of them, have 100% scaling on a tank, support. The two classes who are supposed to do the least damage of all classes. He is squishier then most tanks, his passive is strange considering the only mana item you will get most likely is IBG and maybe frozen heart. He relies on this scalings to be at all effective, which isn't necesarrily a bad thing but not a good thing.

One of his abilities hurts him for using it: Very few champions can actually hurt themselves by using an item/ability. This is even more punishing for blitz and doesn't even reward skilled players. Sion's ult can hurt himself, but rewards skilled players and punishes only if mistakes are made. This ability makes him even more reliant on his Q as this ability is weak.

He has little counterplay except "Dodge the Q":

He lands a Q. If your a squishy, your dead. If your a tank, he just gave you a free engage. The CC lock doesn't help either. If your hooked, as a squishy, you either must have a great team, bad enemy team, or have mobiliy/cc for you to survive. He's either gonna take your life, or your summoners if he hooks you.

Summary: I'm not saying that blitz is broken. He would be in lcs if he was. His winrate is low and he is not broken imo. I'm saying he has semi-severe health issues that should probably be adressed by a red. He is not the highest priority for a rework, but if the end year class update was a supp update (Which I think it should be to encourage supp to become more popular) he could be included maybe. He is not severly unhealthy, nor severely OP/UP, but he could use some work imo.
