Veigar bug?

Today I was playing Singed against a veigar top, so of course I was proxying like a total asshat. Anyways, I went back to lane and ran behind Veigars tier 1 to kill the minions and Veigar, like a noob tried to chase me. I knew I was safe because he was far away from me. As I died to the tower Veigar got a kill. I know for a fact I didn't get hit by anything. His stun did get close, nearly grazing me and I think that is the reason. This happened to me 3 times. Viegar almost hits me with stun and it counts as a kill when I execute.

I couldn't get the replay for the game so I have no proof of this but maybe someone can test it.
