Can you get Champion Shards for Ashe, Garen and Brand past lvl 30

With the changes to EXP this 3 champs are free and automatic due to level up. My question is can you still get their shards? I want to have Mastery in Ashe and Brand but I want to wait for shards for all Masteries. Is this possible or am I shit out of luck on this?
