Definitely a step in the right direction. I play a lot of bruiser Jarvan top lane, and this passive lockout reduction is great for putting some power into this statistically underperforming role and build without overbuffing Lethality Jarvan (barf).

For those who haven’t seen it yet, the actual buff is:

MARTIAL CADENCE: Per-target cooldown lowered from 10/8/6 seconds at levels 1/7/13 to 6 seconds at all levels.

With this change, lane Jarvan has more uptime on his trading as a substitute for his lack of raw trade and all-in power. Additionally, tanky Jarvan will have better damage over a drawn-out fight.
