i was planning on getting a gaming mouse to macro an entire ryze combo on would that be against the summoners code or the rules of league?

Macros are scripting and banned in League of Legends. Abilities have cast times so that it is humanly possible to be nearly perfectly efficient. Just work on the combos and you'll be fine (you mostly just smash buttons anyway.)

thats a good question, to be honest im not sure since i do know its acceptable to get a gaming mouse and map abilities and even modifiers to the buttons but ive never heard of someone having a combo mapped to a single button.

A role playing game titled Warhammer Online allowed an addon that would map a script to a single button. There were many more abilities in that game, so the script helped tremendously. My wizard went from road kill to feared instantly. You could not be a top player without it. Things like that have been around for twenty years, so there are probably people who get away with it in LoL somehow.
