what if i get to the next division
right now i am silver 2 and am aiming for gold. if i get to gold right now even after rewards have been distributed, will i get the border and icon

No, reward time ended in November, and the season is being reset in January. Try again next year.
but you can still be proud of yourself
No, but the higher you raise your ranked MMR now, the higher you are likely to place next season come January. If you get to about gold 3 or so before preseason ends and do reasonably well in your placements, you have a high chance of placing into gold for next season and not have to climb out of silver all over again.
