Title says it all, teemo has way too much lane harass since level 1 since he constantly has a poison taking down your health everytime you JUST want to hit a minion. Basically, he takes no punishment into having extra damage, not even mana. Remember back in those days with the perma passive of 
E and Riot changed it into an actual ability with a cooldown? Similar to 
's wuju style, I know they can do the same with teemo
Teemo is a sub-par champion and he needs buffs if anything, not nerfs.

chogaths previous e was useless because it had no slow or %DMG in it only empowers autos into a ranged strike. while teemos E needs a active as well as his DOT poison to have more utility he doesnt need more damage he needs 1 more tool in him to be team based. maybe make it for the next 2 aas it slows and does X damage and amplifies if the target is blinded (no his E doesnt turn on torment or lich on ). at max rank these utilities are turned on (think syndra passive)
