Maybe instead of crit...

ADC items could work like Diana passive. Zeal items could give a window of extra attack speed. IE, Reaver could give extra damage for 3 seconds or something. Last whisper for extra pen. Most adc's cast spells throughout combat, so this could get rid of the rng factor. Assassins like to use all spells in a burst, so not great items for them. If you need more scaling, have them amplify their effects with multiple purchases. Melee carries still need defensive stats, so shouldn't take over late game. I'm just thinking this could be less rng and perhaps an overall flatter power curve for adc.

I sort of think that is the point though. ADC is supposed to be a weak early massive scaling role. Which is why it requires a support to get it off the ground. The ADC champs were virtually never played until they moved to a support/adc meta in season .. 2? I think. Before that they ran double tank bottom as META. and adc was almost non-existant.

It's supposed to be the high-risk/high-reward class that operates on a mid/late game burst.

If you're upset about the RNG involved with crits, you're focusing way too hard on a very minimal aspect of the game.

With few exceptions, RADs are supposed to have a curve that rises quickly as the game goes on. The only issue is it's happening too early.

There are plenty of ways to balance crits without removing them.

Have crits occur on the last possible hit for a given unit. If you attack a minion four times with 20% crit, the fifth attack will crit on that minion only. The same would hold true attacking an opponent five times.

Have crits only and automatically apply to targets below crit chance % health -- the critical nature coming from spotting weaknesses in low-health targets (possibly worst option since it could turn ADCs even more into ranged assassins, but would significantly lower their burst)

Have crit damage be a stat that is tweaked on a per-champion basis. Dueling ADCs like Ashe and Sivir could keep their 200% damage, while sieging characters like Jinx and Tristana, or gated damage like Jhin would have lower crit damage; say 160%.

More importantly than any of that though is to revert the AD item changes that came from the tank update. Lower item 3031 AD and increase its price, focus item 3087 item 3094 on waveclear and sieging respectively instead of turning them into mixed damage hyper threats and remove crit procs from shiv, lower item 3072 AD.
