Mallet procs on basic attacks, not abilities. She can proc it with her Q and basic attacks, but not her Ult. Rylai's works on abilities, such as her ult (also Q).

Rylias. Mallet is an on-hit effect, and applies from autos and on-hit applying abilities like MissFortune and Ezreal Qs
