You want new people to level up accounts and play your game?
Maybe stop smurfs from blatantly running dodge and map scripts to ruin the experience for others. That'd probably be a good start.

Mmmm, they do though. Scripters don't last very long. The unfortunate thing is that they actually have to do this before they can be caught and put into a ban wave, so they are going to hurt some people with their behavior before they get perma'd; but they do get perma'd. I understand the anger at these cheaters/bots, but there's really no perfect solution and Riot is doing the best that can be done to get them effectively.
I think the best way to stop smurfs from stopping the whole botting thing plus stopping companies from doing it and leveling up an account is once you hit level 30 (or maybe X level or X rank) League of Legends can actually sell you a level 30 account so you don't have to level it up
