Should passives scale with CDR?

It's not surprising that timed passives typically have either long cool downs like Anivia's, or a mechanic put in to lower the time via spell casts or AA's; so would it be game breaking if CDR affected passives? This is just s discussion about the champs this change would effect and if it would break them. I personally don't think it would since CDR is build reliant. The decisions of the player would effect the passive timer it would not just be about who's OP and whose not.

Champions who would be affected are as follows

Aatrox Anivia Braum Evelynn Garen Gragas JarvanIV Leblanc Lissandra Malphite MissFortune Nautilus Nocturne Quinn Shen Skarner Teemo Volibear Zac Zed Ziggs

You'd have to rebalance all those champs, probably give their passives longer base cooldowns. Not worth, imo.

I think it would mess with the importance of CDR too much on some champions. Like some who currently don't need it at all would then want to max it out. It's good to keep it simple.

Instead, have those champions' passive cooldowns scale with level.

Eh, it could be nice on some champs, others don't really need it though. But then you've got to consider balancing issues and that the cd on the passives may need to be tweaked to make up for that.

maybe if passives only benefited from 50% of your total CDR it would be doable; those long cds on their passives are there for balance reasons; also passives are not meant to be uber strong since the require almost no interaction on the player's behalf

No, because not all champions have passives that would be affected by CDR. You would either have to nerf all the champions that are affected or buff all the champions that are not.
