Agreed, let's implement a gambling system into a game full of kids. Seems all fine and dandy and in no way illegal in some countries.

i dont think the government of the usa would be ok with that. they have an issue with online poker for $, fantasy football for $, and list of other things...
why not just make a honor bet. say if you beat me ill gift a skin/champ but if i win you have to gift me a skin/champ and keep it on the hush

Betting is legal in the form of online currency. That's how online poker gets away with it.
if you want to play for rp go participate in tournaments. they're free to play in. microsoft stores are hosting them all around the united states. there are online tournaments you can look up too
Wait for Clash to go live in NA, it's basically a tournament with an RP entry fee and prizes.
Personally, I see this as encouraging Smurfing, which is something I'm not fond of.
