It's not. Granted, as a jg I gank less than most in general. However, I'm always LOOKING to gank, while I farm and look to take objectives/counter jungle. I duo regularly with a top laner friend. If he's ahead, I gank elsewhere (and tell him this). If he's feeding, he'll tell me to ignore his lane. Granted, he'll also mention in comms "Hey, I've got him low and he's pushing, river's not warded", and if that happens I'm rolling up that way IF and ONLY IF I'm close enough (aka that half of the map, that way the enemy jg has little or no time to set up a counter gank unless he's already there). If he tells me this and I'm on the other side of the map, I'll tell him I'm not in the area. It's easier when I know damn well the opportunity is there and being preserved.
However, I could accept not ganking a lot if your jg is getting a ton of neutral objectives (say, two to three dragons and herald by 20 mins). If he's not doing this, he's doing it wrong. If he's ganking one lane repeatedly and failing, he's doing it wrong.
Granted, there's more to doing a gank than if the enemy team is pushed up.
Are you (the laners) low hp? Behind? Or both? Is the enemy laner full or mostly so?
Do you have at least one hard CC for gank assistance, or does he have to do all the CC and not have much himself? I especially ask this going for mid lane, as it's the shortest lane and I have the least amount of space to get a successful gank off.
Is the minion wave huge? In early game (pre-level 10) this matters a lot, simply because the minion damage gets nuts.
Has the other jungler been spotted ANYWHERE in the past, say... 60 seconds?
All that and more will go through a jungler's head... or at least it SHOULD... when determining to gank or not gank.
One further thing... a successful gank, defined as I see it: I either got his flash/mobility spell (whether or not I spent my own, although it's a fail to me if I blew flash but got a ghost), got their life (whichever one of us got the kill) or at the least FORCED them to back. If they have to recall, that wave is being shoved under their tower to deny them the farm unless you can freeze it by your tower. If I blew their flash, I'll be back shortly, especially if they're an immobile champ.
Anyway, time to stop my ramble...
