Will summoner spells ever be changed/updated?

Barrier/cleanse are still good in very specific matchups but clarity and clairvoyance have no benefit if they are taken over ignite/exhaust/heal. Is there any plan to update the summoner spells that are lacking behind in terms of usefulness? Why not give clarity a %AP boost similar to to blue buff, to the person who used it and the closest ally?
