An issue with role selection

While there are other issues, the one I want to point since I haven't seen it mentioned yet is the fact that if you pick Jungle primary and Mid secondary while someone else has Mid primary and Jungle secondary it is entirely possible for you to be given Mid and the second person gets Jungle; so you both ended up with your secondaries even though it was possible for both of you to get your primary. Why exactly is this even a possibility?
