How to bring Blitzcrank back into the meta

I love blitzcrank and it makes me sad to see how little play he see's in the upper tiers of play. I have thought of 2 tweeks that might help blitzcrank make a return to the meta supports list. first tweek is to bake a targon's embrace effect into his ultimate, sharing the gold with the nearest team member when ever it's passive kills a minion, this would be a nice way not to steal CS from your ADC which is a small part of the reason why he doesn't see play in the higher tiers.

The second and much more interesting and fun tweek is to his Q. Adding a toggling ability to the fist in flight that will allow the fist to switch between it's current functionality of grabbing the first enemy it contacts and a new function where it will pass through enemy units, dealing damage to them as it hits them and a bit less damage on its return similarly to Arhi. This functionality would add a ton of flavor to his play, and allowing blitz to gain a bit of additional wave clear, and in toggling it mid flight could allow skilled players to have the rocket fist fly through a minion wave or even front line champions and at the last second opening the hand to grab an enemy champion on the other side.
