Why do I get Champions Shards when I already own all of the champions?

For real, I've gotten champion shards like, 5 times in a row, and I already own ALL of the champions. Riot, please :(

That still doesn't do anything for me. If I had a billion blue essence, it wouldn't make any difference, because I have no champions that I need to unlock.
