Rune rework might actually fix the dmg bloat.

Everyone who had to level up an account since the Mastery rework can confirm this: Without runes and masteries the game is a lot more like we want it to be. With some minor tweaking needed here and there of course.

Laners have agency, tank items make you tanky. Dmg items make you deal dmg. And you need to build what fits your class. Adc for instance can't afford those fancy unkillable builds. Not enough damage to make it work without runes and masteries adding needed stats.

My glasses might be a little rose colored here, I'll admit. But this could work out wonderfully.

You have less player agency, not more.

You can't do rumble or karthus jungle because you won't be able to rune full magic pen or spellvamp runes;

You can't play tryndamere because his standard ~20% attack speed start (full AS marks/quints) won't exist anymore;

Multitudes of champions and their unique/creative rune pages used for off-builds/playstyles/laning/roles GONE, wiped out of the game.

You will be stuck playing champs only in their assigned roles and lanes -- their playstyle will all revolve around one thing: "Which is the most OP Keystone to use for this champ", and for many others there won't even be a choice, it'll be "This champion needs X Keystone in order to function at all".

Except in matchups when u are pushed to tower, if u dont have AD runes you will fall behind easily. Laning against AP champions without MR runes would be hell and tank vs bruiser matchup would be easily won by bruiser early. Jungling would be hell, to the point where it would be better to play without one.
