Thunderlord Procs

I know it's a common top of discussion at the moment. Doesn't it seem a bit off that the description says "Your third attack or spell" but this works on some champs with aoe dots or aoe spells? Morgana for example, you pop her pool down and after 3 ticks, Thunderlord procs. Just something I've noticed seems kind of broken on that end.
