The homie Nocturne needs some love.
is in a bit of a sad spot as of late, he currently sits as one of the least played champions in the game with a sub-par win-rate for a champion that isn't hard to play. Now in S2 and S3 you would be surprised to see the homie Noc sitting in the bottom tier of junglers since his kit is practically made for the position, I mean look at his this shit.
Passive - An Aoe AA that heals him and does 120% of his AD to all enemies around him.
Dusk Trail - Removes unit collision, gives 40AD and a 35% Movespeed buff and its a 260damage Nuke!
Shroud of Darkness - He gets a Spell shield that passively gives 40% AS at max lvl and if you manage to block an ability make that 80% AS, how much freaking gold is that worth alone?
Unspeakable Horror - is a 2 second fear that grants him something crazy like 200% movespeed when it procs!
Paranoia - this shit right here is his bread and butter, a 2000-3000 range targeted gap closure that removes ally vision. This is like the single most powerful spell in the game, if you got the Eternium skin this is the sole reason you pick him time and time again even though he isn't winning you games. Hell you probably bought the skin after some other Nocturne rekt your team while using it. I mean how can you not enjoy this shit https://www.youtube.com/watch?v=b72uEVzOS3Y.
So looking at his kit as a whole why isnt he played? Lack of identity and Power Creep , His biggest problem right now is the fact that he can't access his power because hes outdated. His kit plays like an assassin/fighter but without the burst damage and survive-ability through mobility and stats. Every single Melee Assassin/Fighter can avoid damage or soak it. Nocturne can block one ability but that doesn't stop him from getting bursted down by the 19 other abilities champions have. Look at his 3 rivals,

Rengar and Rek'Sai have high in combat mobility that's situational, (Rengar with his ult and bushes and Rek'Sai with her tunnel network) They both have in combat sustain that powers up the longer they fight. Vi, RekSai, and Rengar all have high burst damage on top of Attack Speed steriods that allow them to stay relevant in sustained combat. Vi gets more AS from denting blows then Nocturne gets passively with through his W. Looking at their ults Nocturnes is on the highest cooldown while also being the most team reliant. Sure his is the most powerful but the other can use theirs more often and to greater effect. Vi and Rengar can build damage and actually kill their target when using their ults mid-game. Another sad truth is that Nocturne doesn't synergize with CDR items.

slot leaving him lacking in sustain which he needs as an AA reliant champ.
ult even functions better then Nocturnes at this point, at least a Mandrop can splitup an enemy team.
basically ults and runs into the enemy trying to fear someone before he drops dead.
Nocturns fear is the worst CC in the game. Its an ability thats only stong when a champ can't run away. 2 second channel for 2 seconds of someone running away?
can stun you across the map for 2.2 seconds while not putting himself in danger. Nocturne has to sit on his target for 2 seconds and if they do managed to get feared he then needs to get close enough to them to use his lack luster AA's. So in reality his fear is basiccally 1 second of free damage if your lucky. What champion would want to wait 2 seconds to CC a target?
at least slows her target with her chains. If Nocturne is ganking someone and manages to fear them right before they get to their tower hes rewarded with the choice of eating a turret or just going back into his jungle and reminiscing about what his fear used to be. I mean fiddle sticks fear last for 1.75 seconds in which he can combo into his ult to basically kill someone without counter-play but Noc has to sit there and pray that he can get his off.

since I'm really salty about him and junglers as a whole but hes still a decent champ at when you can synergize with his ult.
If I had a hand at reworking him I would hit everything in his base kit to make him fit more thematically, hes a living nightmare and honestly I think his kit should be one based around fear and deception. Wouldn't it be cool if he became stronger depending on how enemies react to him? Like if a player is in combat and turn around to run away from him Nocturne becomes powered up and gains bonus AD and MS or something? I think his spell shield could be removed or have a gap closure mechanic where if he successfully spell shields an ability he can choose to disappear from the map an appear behind his target. Maybe his fear can be reworked to have different effects on enemies positions depending on where they are facing. Enemies looking at Nocturne become weakend and maybe lose movespeed or offensive stats not much just a little since your facing your fears, but if your turned around you become stunned from they horrors that Nocturne put in your head. I think this should also be a projected skill shot that enemies can dodge to open up his skill ceiling. I think his Q could stay the same since I can't think of a better fitting Nuke.
I'm just going to wrap this up here because I can go on and on about this guy. He was the reason I fell in love with Jungling in the first place along with Zac. After seeing how well your reworks go(RIP
Skarner) I would love for you to adjust Nocturnes power so that he can be a meaningful champion that strikes fear into people again instead of being a free 300 gold that runs into your team every 2 minute.,
