Yes, there are actually 3 keystones in Cunning tree. The problem is, nobody actually needs that +ms after damaging enemy. Assassins usually have their own mobility and they prefer getting more damage on their combo(thunder). And if we think like "this will give some mobility on immobile poke casters"-well, it is either wasted or it is just too weak to save you from enemy coming at you with 500 ms/dashes. So is it actually used now by anyone? What can be done to make it situational?

I think the issue is that you have to do 30% of the champions MAXIMUM health in 2 seconds to get any benefit. Many champions can never achieve this against tanks unless extemely fed, and most champions can't do this against squishies either if they are behind, since you lose out on the damage of thunderlords in your combo. Therefore, it is a bit of a "win more" mastery, since it doesn't give you more damage to help you get ahead, and you can't easily trigger the movespeed if you are behind. So all it does is help you get more mobility if you are already winning and already have enough damage.

I suggest changing it to 30% of the champions CURRENT health in 2 seconds, that way you can burst someone who is low to get the bonus, but you still have to do a lot of damage to get mobility against healthy targets.

It is very situational and only works on some champions.

It's actually decent on Diana, considering she has to all in with no escapes. It allows her to reposition pretty easy. It also helps Cassiopeia with kiting.

It's okay on a number of melee assassin-y fighter-y champions, but most of them would be better off with the extra burst Thunderlord's affords.

Rengar, MAYBE, because he doesn't have a viable escape besides flash after using his ultimate to assassinate.

Make it give more MS, or increase duration

its theory is not bad. its actually pretty cool. but people will always take damage over it because the whole point is to do damage.

that said, i tried it on Akali and it was somewhat effective. when you are chasing someone down for an extended amount of damage, its quite good as they will not escape you. its also good for when you want to chunk someone and get out safely after using your mobility spell.

in the short time I tried it, it felt underwhelming past the early game. Where all the other damage masteries do not fall off, this one became kind of less useful after lane phase.
