Is it intentional that you can pick free 2 play champions in Ranked again?

I remember long time ago you disabled free 2 play champions in Ranked Queue (unless you own them). Since Dynamic Queue is enabled, you are able to pick free 2 play champions again. Is that intended?

It's probably just because it's dynamic que. I don't think they'll allow that in real ranked when they get it back up again.
