When will this "better botlane wins the game" meta end?
I would like to feel myself useful again because it doesnt matter if i win or lose mid when botlane is 100,0% the reason if you lose or win a game.

I don't think the meta is built like that. I've seen people carry from mid and top. Middle and jungle ultimately decide games though. Most amount of roam and ability to influence the game.
When tanks and supports are less overpowered.
So knowing riot, probably never.
If all roles are equal, the better botlane should win 40% of the time.
Considering that your standard jungler, many mids, and even some tops focus a lot of their power on winning bot, the more successful bot (which isn't the same as the better one) should win something like 60+% of the time (not an actually calculated number, just pulled it out of my ass).
The problem with bot being so influential, is that it feeds into itself as everyone races to influence bot. The most obvious solution would be to increase gold/xp gains from farm and decrease them from kills/assists to penalize roaming - but I'm not fully convinced that that's a good idea.
This really is one of those "you need to play ADC yourself" situations.
If you get camped by the enemy jungler and lose your lane. Then it was the better jungler that decided the game.
If you get roamed on by mid constantly and lose, then it was the better midlaner who decided the game.
Same goes for top.
The whole "better bot lane wins" is typically a situation where the bot lane is actually set up for success. It contains more variables than people think.
For starters, in these games, the ADC usually has a good team composition. Not the whole "Yasuo Top/Kat mid/Ezreal Jungle/Janna Supp" type comps that go around a lot. Trying to win with this comp when your lanes lose is extremely difficult, damn near impossible, even if you win lane.
Secondly, resources are usually allocated to getting the bot lane going, which usually means that your Jungler either needs to be half decent (since Bot is the most warded lane on the map), or your mid needs to have enough pressure applied that they can actually roam. This is also under the assumption that the enemies don't outperform yours.
You also need a good Support player who can actually peel for you. There are tons of mediocre or autofilled Support players who can't execute their champions win conditions, such as a Blitzcrank who can't hook (it happens more than you think).
On top of that as ADC we actively look to our team to give us something to work from. When your team has no reliable engage, and no one who's willing to be the one who dies in order to win the teamfight, then the games get very difficult very quickly.
All of these things have one thing in common, you rely on your team for the first 10-15 minutes. More than ANY other role in the game
It never ends cause it never started. There are constantly 8-9 man fights botlane so it's not just about the ADC/supp , still mad about your botlane from last game or something?
Really hard to come back from a game where Mid and Top both go 0/5 too. The pressure their laners exude onto botlane and objectives after that make it almost impossible to deal with.

When will people realize this "Win bot lane" is more because of the fact that if Bot lane loses it's due to two people being put behind, and two people put ahead, and not some over exaggeration on ADCs.
If you are winning mid you should camp bot lane so you can win. You know, carry your ADC early so they can carry later.
Don't be so ignorant. Bot lane just has the most variables in it. There are 4 people or more in the lane at any given moment.junglers have way more of an impact on bot lane than the skill of the laners themselfs. Cant tell you how many times bot lane gets dove 4vs 2 because mid or jg can't follow thier counterparts. I'll admit I've played with very shittyadcs and very shitty supports but its very rarely these two players that solely lose the game for the team. It's lack of game knowledge all around on your team.
It will stop when you change your mentality and actually think about what you and only you can do to influence the game more.

This meta is stupid. Game today with me at 18-4 on Xerath and Kayn with 20-5 scores, but vs a very fed Illaoi. But after 30 minutes we are irrelevant, their Vayne could carry teamfights super easily (at 3½ items vs my full build, i can do nothing against her). We had an Ez adc, and that lost us the game cause hes useless (he even got far ahead in lane)
As long as critical strike exists as a one fits all mechanic that makes ADCs a tank melter and a squishy nuker at the same time, never.
What are you talking about? Mid has a lot if not the most potential to carry games in the current meta, and it always had. If you won mid and don't do anything with your lead to help out the losing botlane, why are you surprised you're losing?
As someone who routinely helps create a positive or even botlane for my team, I find this untrue as I've lost plenty of games despite virtually never being behind.
'protect the adc' meta has been creeping in with downs and lows since the end of season 3. now its just official
The best way to fix the bot lane problem is make the rift 4v4. It'll have the nice side-effects of removing autofill and shortening queue times too :).
