Do you know what a juggernaut is?
She has 2 dashes. You can build her like a juggernaut, but she can never be one.
Vi has a dash and so she is by definition is not a Jugg.
Didn't you make a similar thread about Ekko to a similar response?
Then how do you explain Garen's Q movement speed buff?
