@Riot, Surrender functionality

Hey Riot, I was just curious about the surrender functionality....specifically in terms of the 20 minute restriction. To me, what does it matter if 4/5 (or 3/4 if D/C or AFK) people on the team want to surrender...why make the entire game wait for 20 minutes? I know people could consider playing this game already a "waste of time"-- but i think sometimes it is a "waste of a waste" when your team wants to surrender after 5 minutes (for whatever myriad of reasons) to just derp around for 15 minutes just to be able to surrender. Are there plans to change this 20 minute minimum?

First Blood -> Surrender spam.

We've given Draven 2 kills pre-6, just surrender guys. /all GG PLZ REPORT. Troll team won't surrender.

if people want to lose you won't win regardless. so... are you fine with a 20 minute loss instead? I'll just stop trying if it's hopeless
