URF - Hextech Gunblade

I posted this on the PBE forums 3 times already and it has fallen on deaf ears, Hextech Gunblade is the single most OP item in URF. It provides anyone with 15% heal off any damage and grants you 250 (minimum) damage every 10s. It needs to be nerfed into the ground. Everyone builds it, and the burst from it is absurd, it's almost a DFT but without the increased damage you deal.

Riot, you said you would balance URF and you lied 100%. Where is the balance?
