Jungle help

I am a little bit confused with this ''Special experience bonus'' that jungle items have after 6.9.

Do I understand correct that now it is a unique passive and it doesn't matter whether you have a single jungle item, both or combined it now gives the same amount of experience? So you could say delay upgrading the jungle item and not lose experience so long as you have atleast the machete or talisman?
