Best use of Orange Essence?

If lowest value skin shard is upgrade value of -220 OE and disenchant value of +104 and the highest has upgrade value of -1520 and disenchant value of -364 what is the best use of maximizing OE? Of course the lower value skins also have higher chance of going 50% off RP.
