Skin Shard Reroll Question

New to skin shard rerolls. But a bundle or 2 so now I have quite a few shards. I was wondering. Does the skin shard tier mean anything in regards to what the perm skin tier will be? Or is it all irrelevant and 3 skins no matter the tier will equal a tier based on a preset %?
