In ARAM terms, Jhin is the most obnoxious parts of playing against Teemo (traps), Lux (idiotic snipes on a low cooldown), Fiddlesticks (high-damage, unavoidable harass), and on the linear map of Howling Abyss his ult is basically just four Jinx ults. Plus, he's an ADC, so he can push towers, and he chips them better than any ADC except maybe Cait. On Rift, he's fun and fairly balanced, but on ARAM he'll quickly be welcomed into the 'SMH tier'.

MisterHealYoGirl1 votesBlitzcrank is obnoxious, but no more so than on the Rift. ARAM doesn't make him worse to play against. Soraka is actively LESS obnoxious on ARAM, since she gets screwed over by the map 'buff'. At most levels, her heal actually costs her more health than it gives her target.

In Summoner's Rift -Blitzcrank is a lanebully support.
-Jhin's team wears down everyone so they begin to run away, but he's hanging out in the back with full HP and can ult down the lane. Everyone sidesteps into the jungle and is safe.
In Howling Abyss -Blitzcrank is a lanebully tank probably with much higher AP late-game here than on SR.

But yeah Blitz and Leona are really really good counters for Jhin in SR, and Blitz more so in Howling Abyss.
