New promos for those who didnt get to use dynamic queue

(bear with me for a second i know this sounds typical of a bronze placement, but i have an issue i think that a lot of people would agree with) I was stuck in many matches where people auto locked positions and because of this we lost the games from those who would not cooperate with the team and decided to feed because they locked a position and fed in doing so. i dont mean i didnt get the role i wanted, i mean people picked a role and someone after locked that same role and screwed the entire team over. I think riot should allow some of the people who played in the normal que again and were ranked poorly because so should have a chance to re do their promos in the new season, because i personally think dynamic que would have solved a lot of these issues and allowed us to play in a better chance at not haveing issues like the ones that i had. i think ranked should have been completely disabled until the new quene came back online because it gave a lot of people a worse chance at the division they wanted, due to just playing their placements out of the excitement of the new season.
