They might as well rework Soraka

I mean, people just don't like playing against her. As a Soraka main, the changes they do to her is annoying at best, but ultimately doesn't change how well she can heal. I don't know what Riot wants to do with Soraka, but whatever they are doing, its not working well enough it seems
