Xayah and Rakan Synergy

Ever since the new patch I've been seeing some people talking about how they don't think the direct synergy these champions have is good and they would rather have synergy in their kits like Thresh and Kalista. I think that this may have been an intended design choice. Maybe riot is trying to not make these champions stronger together, but feel more unique when played with each other. Xayah does well with peeling supports like Thresh due to her lack of mobility. Rakan does well with adcs that can follow up on his engages and get into position so he can dash in, like ezreal and Lucian. By making their kits not synergize in this way, they still feel unique when played together because of the extra benefits, but they aren't broken or only viable when played together. If I was designing these champs, I would think this was the best way to avoid balancing issues.
