Passive - more health with more mana
Q - other abilities reset its cooldown and it scales with mana
W - A massive shield that scales with AP and maximum mana
E - A two second stun with AP scaling
R - Scales with AP and Mana, good luck getting away and it has a 2 second CD which means the Q is reset every 2 Seconds
You cant run from this, it has range, and everything scales with mana except E, meaning it has huge HP and with a seraphs, and RoA it has two huge shields that scale off of maximum mana.
Lichbane, Seraphs, RoA, Frozen heart and Iceborn gauntlet. You wont get away, it has huge amounts of HP because of the singed passive, it has huge amounts of armor because of frozen and iceborn, and it has rediculouse damage because of the 2 second ult CD reseting the Q CD and all of its abilities scale with mana which all of these items give.

One I came up with a while ago:
passive - abilities mark enemies hit; when enemies get 3 marks they're stunned
Q - skillshot, drags me and an enemy hit toward each other
W - hp draining toggle that damages everything near me and gives me tenacity
E - mana draining toggle that damages everything near me; I get mana back whenever I kill a unit
R - mana draining toggle that damages everything near me and heals me
As long as I have mana, I can permastun everything near me while draining life off of them.
And one that I came up with just recently:
passive - invisible when standing still for longer than a few seconds
Q - a skillshot that scales with AD
W - the wind wall, projectile protection
Cannon Stance E - Acceleration Gate, making my skillshots go farther and hit harder
R - Curtain Call. You know, the one where I fire four bullets in a direction
This character's a sniper who can also protect himself from other snipers with a wind wall.
His passive, Q, W, E, and R all probably cannot be used while he's ulting, just like Jhin cannot use his other abilities while ulting. It'd be pretty cool if he could use them all, though.

Which is a higher range than Xerath Q. Of targeted auto attacks. That splash two different AoEs that work with Hurricane.
Not counting ult. With ult, you go up to 1789 range. Auto range is also calculated edge to edge, meaning its actually more overall then that compared to ability ranges. And if you have two targets side by side, you hit them both with the splash of the jinx rocket, hurricane bolts, and Kayle E on top of the base attack (Which is amplified by the Kog W %hp damage). Your tower Siege potential is so massive, that you can attack a tower from TWICE it's range. Thats like every auto attack having a higher than Cait trap/net headshot range.
