With the current poor state of AD assassins and the new 
items, I think it's finally time for some Noxian Boots of Squishy Slaughter. Not sure what the exact pen amount ought to be, probably just the same as 
if not a bit more.

No it wouldn't when the alternative armor penetration is bonus armor pen.

I'm surprised people still think having to hit someone ~6 times to get good penetration is suitable on someone who's trying to kill squishies in as few moves as possible.
Black cleaver is better on bruisers and even adcs than on assassins.
