Why Champion Shards in Loot Chests?

I don't understand why champion shards are included in the pool for possible rewards in loot chests. We get champion shards every time we level and emotes are now in the pool too. Making it more difficult to get a skin for a champ we like playing. Also there isn't really much we can spend on blue essence anyway besides champions and expensive as hell emotes (and chromas until that's over). It's just disappointing for the players that own most of the champs to get a champion shard out of a loot box.
