Why aren't new champs disabled for ranked?

I just had a 5/12 second time Xayah in my ranked game, now I'm not saying I did very well either, but the fact that it was her first time playing Xayah, and out of all the queues chose Ranked, I wonder why there isn't like a 3 day or even a week period where they are disabled, so they can actually learn them
