Change Quinns Vault
Quinn's vault was already aggravating to play against it applies harrier but now it locks the enemy down long enough to proc making it unavoidable. I'm not so sure it is appropriate for harrier to apply to the target on vault.

but now it applies harrier? didn't it always?
The only thing they changed about Vault with the rework was how fast the jump completed. Literally nothing else
