I don't know if its just me, but it seems to me that a lot champs seem to be too overpowering in URF. For example Ryze, and Annie. I understand it's suppose to be, but does Riot review the data on URF games as a kind of beta test?

I think it shows how broken some champs would be if they weren't gated by mana and had shorter cooldowns. ADC's don't benefit from this as much as mages but they are still mostly as strong in normal games.
No. It shows how all champs can be broken given that no one has resources in it.
No, it would if you could somehow get the URF buff in a normal game, but until then no.
