Jungle nerfs?

What does Riot have planned to balance the current state of the jungle? You can pass laners in levels simply by farming, and honestly laners just no longer matter. I think we should REMOVE Skirmisher's and then remove the bonus XP passive from the jungle items. Junglers are supposed to support their laners, but now the junglers are the only two players that matter in the game.
