BlackFlux1 voteswell the thing with the active is the stat's it gives. 
gives mainly
armor,HP and movement near turrets
but the active is to disable turrets,so if you wanted to disable turrets people would just pick a tank and take hit's from it.
and if you wanted to dive alone unless you are a tank builder with a lot of damage,it wouldn't be very usefull,not to mention later on you will always be with the team and so you will just tank shots cause you have tank stats,not needing the active
