Like can we balance her out?
I could write a book about this broken champ, I just do not feel like it.
Considerations on what could be done to her? Besides another champ to hit the auto ban list that consists of 6+ champs this season.

I agree she needs a kit rework badly. Not just a nerf. Complete overhaul.
Fiora is the definition of feast or famine playstyle. Her damage early game is insane, but past level 6 she is heavily reliant on items for her damage. If she gets first blood she will snowball like a motherf*cker, but if she has no level/gold advantage, then she offers no CC or tankiness for her team.
Buy armor, don't give her an early kill and the game will play itself. And rushing 
will make her cry.
So I read through the comments, your main concern was she has no cc. Zed is pretty much a mirror champ of Fiora, Zed is played quite often and fits in all your arguments. What if, What if, your team picked a smart comp with a Firoa like omg wouldn't that be weird? Tank Jungle, Caster Mid, Tank Engage Support. Fiora would work with that comp would she not. Her kit doesn't allow her to literally get shut down from game, 2 Gap closers, Untargetable Ult That Hits All.
The thing that just like threw me over when watching Fiora play, is when my Ful build at 25mins Nidalee, ful combo'd the Fiora and Fiora literally healed off the combo, and dropped Nid on her head. She 1v5'd us we literally could not damage her.
I see why she is underplayed, but every team could us an assassin even if she is Top lane. Pick smart in champ select and you can run over kids with her on your team.
or just pick any champion that can beat her in lane and deny her farm? She is feast or famine big time.
She kinda the LeBlanc of top lane tbh. Due to her kit she's either going to be trash or terrifying.
Most of the time you can stop her at the beginning of the game though, unlike LeBlanc. But the problem is you have to build armor first in your build if you want to shut her down early. Or build your damage and armor at the same time, which can cost a lot for certain champions (like those who have to build hydra first.).
She has no CC, that is the balance. This is also why she is never played in professional matches.
Fiora's pretty much a glass cannon. Any champ with a measurable amount of CC or sheer tankiness (Pantheon, Trundle, Garen, etc) will beat her in lane.
