Is the new devourer "balanced?

I dunno about you, but whenever I see devourer damage I'm like wtf, I've seen a devourer NAMI carry the enemy team. "How to win league of legends. Wreck enemy team. gg ez" I think it should be every third hit that it should proc on hit effects. The item literally makes you outscale them after you get your sated. Let's just think about . Ok guys, I got sated and botrk. I do true damage every 2nd hit and get 2 botrk procs every 2nd hit.
