Can Rengar's Necklace Trinket Become Useful?

So, rather recently trinkets were changed; stealth trinket upgrade holds 2 charges at a time and blue places a visible ward. However, Rengar's Bonetooth Necklace does not have these effects; it has a 3 minute ward that recharges every 2 minutes for stealth (and at 20 stacks; he cannot even buy the trinket part) or the plain old scrying effect, except without the ward and with 30 seconds extra cooldown. In addition, his red trinket has a 15 second extra cooldown.

So, can Rengar's trinkets get some love?
