Lb is OP. Insane mobility, with weird but ridiculously wide hit box on E, and no Mana cost on ULT.

That one person happens to be Meddler who pretty much has the last say in any balancing issue or statement, quite a hefty amount of the voice of balancing for Riot goes into him. if I'm going to trust anyone statement on balance issue, it's not rocket science as to who it is going to be.
And yeah, actually that's what the original post of the thread says:

That's exactly what safety is about.
More so, you say she's not a contest pick in pro or higher play, which is flat out false, her ban rate alone is around 20% in NA LCS, which should tell you something, it's not necessarily Kassadin level or Alistar level back in worlds ban rate, but it is something to note. Not that I'm complaining, I don't have a problem with her 100-0, but much like Zed, she has an easy get out of jail card if she messes up.
Even if its a matter of balance, she still has issues, her E hit box has been way too wide for far too long, and been something complained about for quite a long time even from before she lost her silence, if they at least fix that or make the graphics more clearer to read, it would be a start.

Hate to break it to you, but even Riot agrees she's a problem.
As the thread states, I'm perfectly okay with the 100-0 burst on an individual which she has, what I'm not okay with is the level of safety she has doing so.
I'm plat. LB is ridiculous due to insane mobility and high burst.

LeBlanc is pretty strong, but I'm basically okay with her. But then again, I'm a freelo-abusing asshole who mains Cho'gath mid and stomps her face into the ground.
Very convincing. So much here to make people change their minds.
Personally, I find LeBlanc annoying. Not OP, just annoying. Mostly because there are few ways to play against her, but counterpicking is by far the most effective. Other than that, there's not much else.
And we're sick of Leblanc.
