Who makes best use of Predator other than Hecarim?

Seems odd to me that there are 130+ champions in League and the only champion whose most optimal rune choice is Predator is Hecarim… then you compare it to electrocute DH and HoB (or any other rune in League for that matter) which can be interesting on loads of champs.

Yeah people run Predator Garen jungle and weird stuff like that but it’s still very suboptimal on Garen (and Garen jg is pretty poor anyway).

Jungle Kayn could use Predator? Well OK, but Dark Harvest/Electrocute is way better.

Predator on Warwick for epic af leaps with ult? Well OK, still pretty derp.

Plus, there is no passive on Predator – it gives you zero benefit while it’s not active/on cooldown.

Really seems to me that Predator was designed for Hecarim and Hecarim only at this stage – just feel they could replace predator with another rune that has a special interaction for Hecarim, in the same way that Predator switches to Electrocute on Cassiopeia if you try to run it on her, for example.

There are tons of things they could do with it, so not gonna bother listing possibilities, would just require some balancing on Hecarim’s part as the adjustments are added – worth it, IMO.
