Not a single moment in that game dictates a reason not to nerf Rylais. Both the two people you were fighting were not running away from you. You weren't having troubles sticking to them as they wanted to fight you. Darius came back in range of e for unknown reasons, and nautlis flashed out still in range of an e (both cases killed them both) not resulting in rylias passive helping you catch them.

Honestly Crystal Scepter didn't help you in the slightest except give you slightly more tank and damage. The passive did nothing for you.
