Idea for Talon's E

First of all if they keep it as it is now, they should at least change the name to Hamstring for thematic sense. My idea was that in addition to the current live function minus the slow, Talon's E should add a debuff that amplifies all movement impairing effects by a certain percent. My reasoning is because of the synergy that it would add to his kit and also doing team fights make priority targets easier to lock down in case you don't kill them. So, any opinions and here is hoping we at least get a name change.

If anything is to be done about Talon, please start with his passive.

It's useless for him. At the stage where he will use it the most, the passive itself isn't really strong; at the stage where his passive would be giving mediocre damage, he no longer can use it frequently enough to make the passive worthy.

Change the name to "Ouch my pinkie!". Better than hamstring cutter for a 0,000000000000001 sec slow.

Well personally, I think talons needs a new passive, but his E could have a little something extra for it's early levels.

Until level 12ish, Talon's E is just a gapcloser that amplifies damage by a measly 3% and slows for a negligible amount.

A possible effect could be something like a graves smokescreen or nocturne ult where the target has their vision greatly reduced for 0.5 seconds.

It could be called 'gouge' or something.

How about he gains bonus movement speed after E'ing an enemy champion?

Why? Because I want to be able to use my ult to whittle an enemy team a bit while not losing my assassination potential.

E is now an untargeted dash move like flash, that applies the % damage increase in a very small aoe where he "cutthroats" to. Most of the other assassins have untargeted dashes and are safer anyways. This change both increases talon's playmaking potential as well as provides counterplay.
